Trade Protects World Economy In Disaster Areas

In March 1, 2011, the China Business Association held a commemorative entry into the world.

Trade

At the 10th anniversary meeting of the organization, Song Heping, the Ombudsman of the Fair Trade Bureau of the Ministry of Commerce and trade, predicted that during the "12th Five-Year" period, China will still be the hardest hit area of trade protection, and the trade friction will be accompanied by the whole process of China's pformation from a trading power to a trading power, and it will increasingly show three "sex", that is, long-term, inevitability and complexity.

According to the briefing, the current trend of world economic recovery is obvious, but trade protectionism is still an important obstacle to economic recovery. Especially since the outbreak of the international financial crisis, the process of economic recovery has been further divided, and the protectionism of some major economies has been increasing. China has become the main target country, target country and victim country of trade protectionism.

Data show that China's exports accounted for 9.6% of the world's total in 2009, but the anti-dumping cases accounted for 40% of the world's total, and countervailing cases accounted for 75% of the world's total.

Trade survey

It accounts for 43% of the total number of cases in the same period.

In 2010, China suffered 66 trade relief investigations involving 7 billion 700 million US dollars.

Song Heping believes that trade frictions are becoming politicized and international trade protectionism is showing some new characteristics. First, some countries regard trade policy as a means to pfer domestic contradictions and ease the pressure of employment pressure, try to use trade friction to change domestic policies of trading partner countries, and question their domestic policies with low carbon and so on, and export their own development mode.

Secondly, some developed countries attempt to delay the development of emerging economies and increase bargaining chips with frequent trade frictions.

Third, the intensity of trade frictions in non-traditional areas has increased significantly.

RMB exchange rate, independent innovation, new energy policy, intellectual property protection, investment environment, market access and so on.

trade friction

New hot spots.

It is reported that the trade frictions encountered in China in 2010 were not only from developed economies such as the US and Europe, but also from developing countries such as Brazil, Argentina and India, both aiming at China's traditional dominant industries and high-tech industries.

Regarding the trend of politicization of trade friction, Long Yongtu, the chief negotiator of China's accession to the WTO and former Secretary General of the Boao forum for Asia, said at the meeting that since China's accession to the W T O, it has undertaken to act according to international rules, which has greatly promoted the process of marketization and made the concept of national treatment, marketization and pparency popular among the people.

For the Chinese threat theory put forward by western countries, our solution is to convince the world by following the rules and opening the market. China is not a threat but an opportunity.

Wan Jifei, President of the China International Chamber of Commerce, believes that efforts to promote trade balance and promote imports are not an expedient measure to cope with the pressure of trade friction and appreciation of the renminbi, but an inevitable requirement for the healthy and sustainable development of China's economy.

He said that trade friction has become a trend of normalization, causing many Chinese enterprises to actively respond to international trade lawsuits, and accumulated rich experience. Many Chinese enterprises have deeply understood the international rules, and continue to actively participate in the revision of the rules of international trade through the exchange of professional platforms, and constantly improve their awareness of protecting their rights and interests through rules and practices. They also contribute to the containment of trade protectionism, the improvement of the trading environment and the establishment of trade order.

Song Heping said that in view of the increasing trend of trade friction, China needs to improve the legal system of trade remedy, improve its awareness and means of implementation, and make effective use of multilateral occasions to strengthen international exchanges.
