According to the plan of the CPC Central Committee and the State Council, in October 25th last year, the twenty-eighth executive meeting of the State Council passed the "registered capital registration system reform plan" in principle. In February 7th this year, the State Council issued the plan. The registered capital registration system decided to change from the real payment system to the subscription system, relax the registration conditions of the registered capital, simplify the registration of the market main business premises, implement the electronic business license and the whole process electronic registration, and the electronic business license and the paper business license have the same effect. These works have been launched in March 1st from the P.

The reform of the annual inspection system has been changed to the annual report publicity system. The annual inspection has been clearly cancelled. The methods and contents of the annual report publicity are now being studied and will be discussed later.

Since the implementation of the registered capital registration system in March 1st, based on the analysis of the past 1 months, we believe that the reform of registered capital registration system has achieved smooth operation and achieved initial results. The reform of registered capital registration system relaxed the conditions for registration of registered capital, and no longer restricted the minimum amount of registered capital and the amount of capital invested by investors, the mode of contribution and the time limit for capital contribution.

If we do not implement the real payment system, we will no longer carry out capital verification, cancel the capital verification link, simplify the registration procedures and application materials, thus greatly facilitating investors, greatly improving the convenience of setting up enterprises, and greatly reducing the burden on investors to set up enterprises.

Nowadays, the time limit for business enterprises to apply for the establishment of enterprises has increased significantly than before, which has facilitated the establishment of enterprises and reduced the cost of enterprise establishment.

For example, it is estimated that the cost of capital verification for newly established companies in Zhejiang province is about about 50000000 this month.

From the perspective of the industry, the new market players are mainly concentrated in wholesale and retail, manufacturing, residential services, agriculture, forestry, animal husbandry, fishery, leasing and business services. The new businesses of these three industries have increased considerably and the service industry has been developing rapidly.

The main performance is non-public enterprises, namely, the growth of private enterprises is remarkable. In March, most of the newly established enterprises were private enterprises, accounting for 291 thousand and 800 of the total, accounting for 94.28% of the total number of new enterprises, the number increased by 57.6% compared with the same period last year, the registered capital increased by 138% compared with the same period last year, the number of SMEs increased, the number of registered capital of more than 10 million yuan accounted for 91.26% of the number of new enterprises, the investment power of private agglomeration was further stimulated, the enthusiasm of private investment was directly related to the endogenous driving force of economic growth, and the development and growth of service industry was conducive to improving the quality and effectiveness of economic development, and small and micro enterprises could better invest and create more jobs.

From the scale of registered capital, the distribution is more reasonable. The newly established enterprises are mainly concentrated in the scale of 30 thousand to 1 million yuan and 1 million to 10 million yuan. The number of enterprises is 151 thousand and 800 and 109 thousand and 200, respectively, accounting for 49% and 35.3% of the total number of new enterprises, accounting for 84.3% of the total.

In the process of promoting the reform of the business registration system, especially in the reform of the registered capital system, there is a concern in the society whether there will be a "bag company". Will anyone think that the registered capital should not be paid in real estate, then the registered capital will be expanded indefinitely.

So far, the General Administration has promoted the reform of the industrial and commercial registration system from the whole country.

This is the number of enterprises with a registered capital of more than 100 million yuan, which accounts for 0.7% of the newly established enterprises. That is, 100 enterprises or 150 enterprises have a subscribed capital of more than 100 million of the enterprises, so the 1 yuan enterprises now account for 0.56% of the newly established enterprises, that is, nearly 200 enterprises. There may be a registered capital of one enterprise is 1 yuan, technology investment and so on are also investments, so the 1 yuan enterprises here do not have to worry.

It turned out that some people were worried that the registered capital would not appear in large numbers.

From the above, we can see that the whole market is running smoothly before and after the reform.
